A lot of the background work on this rubric has been archived on the website of Campus Compact, a community-service support NGO.  You can find notes about the rubric creation and fair trade standards here: https://compact.org/ftl/.  All of this can make it a particularly useful tool for use offices that support what used to be called internships or volunteer-learning & now are being called community engagement  & leadership.
