Unusual in that it formulates competency standards for a number of things under the heading "abilities," including critical comparison, conflict resolution posture and adaptability.

This is actually the Italian version of the AAC&U Intercultural Value Rubric. They are quite similar if not the same. The terminology used by Baiutti is the one related to the CEFR/QCER (Common European Framework of Reference / Quadro Comune Europeo di Riferimento).
Both rubrics cite "abilities" (abilities = skills). Baiutti's rubric "defines/expands" the ability also because in the benchmark/stage he provides the descriptor as well as an example, element which the AAC&U Intercultural Value Rubric does not provide. The descriptors for the stages show in fact that the same standards are being used in both rubrics. For example: "articulates a complex understanding of differences" (AAC&U) means to be able to have "critical thinking to perform critical comparisons that ... explain differences between host context and context of origin" (Baiutti) or "to interpret experience from perspectives of more than one view and ... recognize feelings of another group" (AAC&U) means to "adapt and comprehend other viewpoints even they are not shared and to find a common ground" (Baiutti).

The original document in Italian ("Rubriche di valutazione delle competenze interculturali" (see Links) contains three rubrics: Rubric A assesses intercultural competence in the log-term mobility context (more than three months), Rubric B assesses intercultural competence in the short-term mobility context (from three weeks to three months), and Rubric C also assesses intercultural competence in an even shorter-term mobility context (up to three weeks). The English version under Links is a translation of Rubric A.
The rubrics in the original language taken together appear as more nuanced and comprehensive than the English version. For example, the attitudinal domain ("Attitudini") in Rubrics B and C list four components ("Criteri"): curiosity, openness, respect, and empathy. Rubric B in particular corresponds closely, but not exactly, to Darla Deardorff's Pyramid and Process Model of Intercultural Competence (2006, 2009) in that it includes the domains of Desired Internal Outcomes and Desired External Outcomes in addition to Knowledge, Skills, and Attitudes.
